Biography of Chief Deputy State Treasurer Rachel Miller

Rachel joined the Treasury in 1995 as a financial analyst.

Prior to her current position, she served as Assistant Treasurer and then Deputy Treasurer. Rachel has responsibility for cash management, debt management, investments, as well as a hand in overseeing general operations of the Treasury. Prior to entering state government, she spent 9 years in the private sector working in a range of industries including a state school for developmentally disabled adults, the spare parts department of a global PC and printer tech company, and a privately held qualified retirement trust and plan consulting company. Rachel has a B.S. in psychology from Oberlin College and an MBA from the Whittemore Business School at the University of New Hampshire.
