Cross Border Initiative

On Thursday March 5, 2020 the Carroll County Sheriff's Office, Bartlett PD, Conway PD, Effingham PD, Freedom PD, Jackson PD, Madison PD, Moultonborough PD, Ossipee PD, Sandwich PD, Tamworth PD, Tuftonboro PD, Wakefield PD, Wolfeboro PD, DEA, Homeland Security Investigations, Attorney General's Drug Task Force, and the New Hampshire State Police (comprised of members from the Mobile Enforcement Team (MET), Narcotics Investigations Unit (NIU), Special Investigations Unit (SIU), Troop E, Troop F and Troop G, Carroll County Probation, NH DEA/HIDTA, NH & ME FBI-SSGTF, Maine State Police, Oxford County Sheriff's Office, York County Sheriff's Office, ME Probation/Parole, participated in a Cross-Border Initiative: between Carroll County & State of Maine.

The goal of this operation was to investigate and arrest individuals in New Hampshire and Maine distributing heroin, fentanyl and opioid-based narcotics along with other illicit drugs.

Concluding several months of investigations this collaboration of law enforcement agencies has led to the arrest of 35 individuals, the vast majority of the arrests involved drug activity with charges from possession, sales, conspiracy to sell narcotics, destruction of evidence, felony possession of firearm, child abuse, receiving stolen property, falsifying evidence, theft, and violation of bail, all being drug related and involving Fentanyl, Heroin, Cocaine, Methamphetamine and Marijuana.

A number of individuals were also arrested on non-drug related offenses during this Cross-Border Initiative with charges that included Habitual Offender, Operating after Suspension, Disobeying a Police Officer, Probation Violation, Bail Violation, and Theft.

As a result of this operation the following individuals have been arrested:

  • Andrew Baker, Ossipee Poss. of Marijuana
  • Richard Brown, Conway, Warrant – Drug related
  • Travis Rainault, Berlin, Warrant – Drug related
  • Jillian Paradis, Berlin, Warrant – Drug related
  • Killian Dearborn, Tamworth, Warrant – Drug related
  • John Sharp, Tamworth, Warrant – Drug related
  • Jason Shackford, Ctr. Tuftonboro, Warrant – Drug related
  • Ashley McGrath, Jackson, Warrant – Drug related
  • Michael McGrath, Jackson, Warrant – Drug related
  • Phillip Beeler, Conway, Warrant – Drug related
  • Susan Spurr, Shapleigh ME, Warrant – Drug related
  • Kayla Backman, No. Conway, Warrant – Drug related
  • Victoria Kerr, Tamworth, Warrant

  • Nicholas Whitelaw, Porter, ME, Warrant
  • Ryan Barbin Milton, Warrant - Theft
  • Samantha Smith, Rochester, Warrant – Probation Violation
  • Michael Hopkins, Bartlett, Warrants - Habitual Offender, Disobeying
  • Andrew Sweeney, Maine, Warrant – Probation Violation
  • Tracy Jo Lowell, Brownfield ME Operating After Suspension
  • Shawn Brown, Fryeburg ME Bail & Probation Violation
  • Nicholas Servey, Sebago ME Operating After Suspension

During the execution of search, Warrants there were approximately 250 grams of fentanyl seized, and a quantity of methamphetamine, along with several firearms and over $5,000.00 U.S Currency.

Several more arrests are expected as a result of this endeavor. Further joint efforts are planned between Federal, State, Local, and County Law enforcement agencies in Northern New Hampshire and the State of Maine.

The work above could not have been completed without the Granite Shield Grant funds and the COPS Anti- Heroin Task Force Grant funding.

Thank you to all of the dedicated and professional individuals and their agencies that took part in this Cross Border Initiative. It was completed without any members or persons being injured. This is a beginning of what can be done when we all continue to communicate and work alongside with each other.
