Misuse of Utility Dealer Plate, Boscawen

On January 23, 2020 Automotive Equipment Inspector Supervisor Kenneth Chaput was traveling on Route 4 in Boscawen at approximately 0730 hours, when he noted a Ford F350 pickup truck with multiple inspection violations parked at the Cumberland Farms gas pumps. He noted there was a Utility Dealer plate on the rear of the truck. He photographed the truck and plate and spoke with the driver, who ultimately was discovered gave a false name and information. The Dealer plate had previously been reported as lost.

AEI Supervisor Chaput relayed the information to Sergeant Kenneth Carr to initiate an investigation. AEI Cherrette and Trooper First Class Christopher Rollston were assigned the case to investigate why the plate was being used.

At approximately 0940 hours Trooper First Class Rollston was traveling in an attempt to locate the truck in Wilmot where the driver had reported to be working at, which ended up being false information. While enroute, Trooper First Class Rollston spotted the truck heading eastbound on Route 4 in Boscawen and initiated a traffic stop. The truck no longer had the dealer plate however was found to have multiple inspection violations including over width tires, tinted windows and was unregistered. The female owner of the truck stated that they were using the plate that was loaned to them because it was unregistered and claims she was not aware that this was a violation of state law. The plate was seized by Trooper First Class Rollston and identified the operator as, Kelsey Barbarossa, age 26, of Penacook. Kelsey Barbarossa was released with a summons for unregistered vehicle and the truck was towed by Johns Towing.

The investigation is continuing as to how Barbarossa came to be in possession of the reported lost plate.
