Motor Vehicle Pursuit and Apprehension, Interstate 93 from Windham to Concord

On October 31, 2019 at approximately 12:30AM, Trooper Torrens from the NH State Police Troop B Barracks in Bedford witnessed a vehicle veer off the roadway and strike a guardrail along the right side of Interstate 93 North in the town of Windham. After this crash the vehicle continued driving. Trooper Torrens then made an attempt to stop the vehicle at which time the operator accelerated to a high rate of speed and continued northbound.

The vehicle was identified as a black 1998 Honda Accord and as Trooper Torrens continued pursuing the vehicle it was observed to be operating erratically and at times traveling in excess of 100MPH. The pursuit continued along Interstate 93 North into Concord where the vehicle briefly exited the highway at Exit 13. Upon exiting the highway the operator drove over a curbed island within an intersection and then re-entered Interstate 93 in the wrong direction. At this time Troopers briefly lost visual of the vehicle.

A short time later the vehicle was located again as it was continuing to travel northbound in the southbound lanes of Interstate 93 still in Concord. With the assistance of additional Troopers from Troops B and D as well as Officers from the Concord Police Department, the vehicle was seen again reversing direction before it drove off the roadway in the area of Exit 16. Upon stopping the operator fled on foot into the woods and a lengthy K9 track was initiated with the driver eventually being located in the woods along a dirt trail.

This driver was identified as Jessy O. Rodriguez Ruiz (Age 38) of Lawrence, MA. Rodriguez Ruiz was arrested and charged with Reckless Conduct, Possession of Controlled and Narcotic Drugs, Transportation of Drugs, Aggravated Driving While Intoxicated, Disobeying a Police Officer x2, Criminal Mischief, Conduct After an Accident x2, and Operating while Suspended for DWI.

Rodriguez Ruiz was released on personal recognizance bail and is scheduled to be arraigned on these charges in Merrimack County Superior Court on November 14, 2019 at 1:00PM. Rodriguez Ruiz also had two additional warrants for his arrest out of the Salem District Court.
