Arrest, Route 16, Rochester, NH

On Tuesday, October 22, 2019 at approximately 3:16 a.m., Troopers from the New Hampshire State Police Troop-A were advised of a vehicle that failed to stop when signaled to do so by the Dover Police Department for a moving violation. This vehicle was described as a Blue Honda CRV that was last seen northbound on Route 16 in the vicinity of Exit 8. A short time later, while monitoring traffic on Route 16 in Rochester, Trooper Nathan Sleight observed a vehicle matching that description pass him at 95 MPH. As Trooper Sleight attempted to stop this vehicle, the driver increased speed and attempted to elude apprehension by continuing to drive north on Route 16. Trooper Matthew Bailey was able to deploy a tire deflation device, "stop sticks" at the Rochester Tolls which deflated the front driver's side tire. The driver exited the highway at Exit 11 and eventually came to a stop on Myrtle Avenue, at which point both occupants of the vehicle attempted to flee on foot. Troopers Sleight and Bailey were able to take both into custody after a brief foot pursuit. A subsequent check of the Honda CRV's NH registration revealed that it had been reported as stolen out of the City of Rochester.

The driver was identified as Benjamin HATCH, age 24 of Strafford, NH. He is being charged with Aggravated DWI, Reckless Operation, Driving After Suspension, Receiving Stolen Property, Disobeying an Officer and Resisting Arrest. He is scheduled to appear in the Strafford County Superior Court on todays date for his arraignment.

The passenger was identified as, Angela RUOTOLO, age 31 of Westbrook, Maine. She is being charged with Resisting Arrest and is scheduled to appear at the 7th Circuit- District Division- Rochester Court on December 11, 2019 for her arraignment.

Troopers from The New Hampshire State Police Troop-A were assisted by the Rochester Police Department during this incident.
