Vehicle Pursuit, Interstate 89

July, 8th, 2019 at approximately 0935 p.m., a concerned motorist called into report a vehicle on Poverty Plains in Warner due to hazardous operation. The reporting party alleged the vehicle was stopped in the middle of the roadway and then began to drive in an unsafe manner. The reporting party followed the vehicle on Route 127 onto Route 103 in Warner and continued North passed the Exit 8 area on Route 103 towards the junction for Exit 9. The vehicle, identified as a Silver Nissan Armada then pulled into the Market Basket on Route 103 in Warner before getting onto Interstate 89 North at Exit 9. The vehicle continued northbound in an erratic manner, while the reporting party continued to follow while updating NH State Police Dispatchers. Troopers from State Police Troop D, intercepted the vehicle northbound from Exit 11, at which point Trooper Mercer observed that the vehicle did not have its tail-lights activated and was driving across the dotted white line and over into the breakdown lane.

Trooper Mercer then activated his emergency lights and siren, however the vehicle refused to stop and continued northbound driving from the breakdown lane back across through the solid yellow line. The pursuit continued North into Enfield, at which point another Trooper successfully deployed stop sticks on the vehicle. The vehicle then continued at speeds over 95 miles per hour while losing tire debris. After passing into Lebanon the vehicle then drifted over into the shoulder, crashing into a ditch. The force of the crash pushed the vehicle back into the breakdown lane, at which point the vehicle initially appeared to stop, and subsequently attempted to take back off before stopping several hundred yards away.

The operator was identified as, Kenneth Michael Moulin, age 53, Williamsville, NY.

Moulin was taken into custody without further incident. He was the only occupant in the vehicle.

Moulin was charged with Aggravated DUI, Disobeying an Officer, Reckless Driving, Conduct After an Accident, and an Open Container Violation. Moulin was bailed on personal recognizance and later taken to the Merrimack County Jail in protective custody.

He is scheduled to be scheduled in the 5th Circuit Newport District Court on August 13th, 2019 at 0800 hours.
