Serious Motor Vehicle Crash, Central Street, Franklin

On Wednesday, February 27, 2019 at approximately 6:00 p.m., Franklin Police Department responded to the scene of a motor vehicle crash on Central Street where a vehicle struck a pedestrian, after which the vehicle fled the scene without stopping. Upon their arrival, they found the pedestrian laying in the roadway. The pedestrian was identified as Edward Douglas Jr, 53, of Franklin, NH. Douglas was taken by ambulance to Concord Hospital with serious bodily injuries. Due to the seriousness of the crash, Franklin Police Department requested that the New Hampshire State Police Collision Analysis and Reconstruction (C.A.R.) Unit respond.

Based upon evidence that was gathered on scene, as well as by nearby witnesses, the vehicle in question was identified as a dark colored Mazda sedan. It will have a large piece of the front bumper missing on the passenger side as well as damage to the passenger side view mirror.

The Collision Analysis and Reconstruction (C.A.R.) Unit was assisted on scene by Franklin Police Department as well as Franklin Fire Department and Department of Public Works. Due to the collision, Central Street was closed between Franklin Street and School Street for approximately 3 hours.

A press conference will be held today, March 1, 2019 at 1:30 p.m. at Franklin Police Department to seek assistance and update the on-going investigation into the curcumstancs of the crash that occurred on February 27, 2019 at approximately 6:00 pm on Central Street in Franklin where a pedestrian was seriously injured.

Update 5/7/2019

In the course of this investigation, a search warrant was conducted at a residence in the Town of Webster, NH reference the search for the at-fault vehicle pertaining to this case. During the execution of the search warrant, the at-fault vehicle was located. The operator of the vehicle at the time of the crash was identified as Kevin Muzzey, age 51, of Webster, NH. The at-fault vehicle was identified as a 2011 Mazda 6, registered to Kevin Muzzey at the time of the crash.

On Tuesday May 7, 2019, Kevin Muzzey turned himself in to the State Police CAR Unit on an arrest warrant for Conduct After an Accident. He was released on Personal Recognizance bail and is scheduled to appear in the Merrimack Superior Court on May 23, 2019 at 1:00pm.

The State Police Collision Analysis and Reconstruction, (C.A.R.) Unit conducted a joint investigation with the Franklin Police Department and also received assistance by Webster Police Department, Boscawen Police Department and the ASPCA.
