Animal Cruelty/Neglect: Langdon, NH

On November 13, 2018, the NH Department of Agriculture requested the assistance of the New Hampshire State Police, Troop – C with an ongoing Animal Cruelty / Neglect investigation involving the St. Francis Farm Sanctuary / Rescue in the Town of Langdon, NH. The State Veterinarian's Office had received two complaints regarding the condition of a horse transferred out of state by that Rescue. Over a two month period the Department of Agriculture discovered conditions at the Rescue that were determined to be detrimental to the animals' health, safety and welfare. The Department of Agriculture then contacted the NH State Police with concern for all of the horses going into the winter months.

The State Veterinarian's Office also determined that several of the horses were in emergency need of veterinary attention. The New Hampshire State Police developed and documented probable cause and obtained a search warrant to seize nine (9) horses deemed to be in the poorest of health; having improper or inadequate care and/or sustenance.

Upon executing the search warrant on November 21, 2018, the 9 horses were surrendered into the custody and care of the State. A team of volunteers from the NH Society for the Prevention of Cruelty to Animals along with other New Hampshire based horse rescues assisted in transporting, holding, and providing emergency veterinary and rehabilitative care to these animals. The condition of the surrendered horses improved significantly with adequate care and sustenance.

The Department of Agriculture continued to have several concerns regarding the conditions at this Rescue and for the health and welfare of the remaining 17 horses.

On January 25, 2019 members of the New Hampshire State Police-Troop C, Langdon Police Department, Sullivan County Attorney's Office, NH Department of Agriculture and the NH Society for the Prevention of Cruelty to Animals along with several volunteers returned to the rescue pursuant to a second search warrant. During the execution of that warrant, investigators found evidence that the remaining horses were receiving inadequate care and/or sustenance. Ultimately the 17 horses were surrendered into the custody and care of the State.

On January 31, 2019, the New Hampshire State Police arrested Ms. Olexandra Beck, 63, of Langdon, on warrants charging her with four class A misdemeanor counts of animal cruelty. Ms. Beck turned herself in without incident and was released on personal recognizance bail. She will be arraigned in the 5th Circuit Court-Claremont District on March 11, 2019 at 8:15 AM.

The investigation remains ongoing.
