Fatal Motor Vehicle Crash, Interstate 95, Hampton Falls, NH

On Sunday, September 23, 2018, at approximately 7:50 PM, the New Hampshire State Police Troop-A Barracks was notified of a serious motor vehicle collision involving multiple vehicles on Interstate 95 in the Town of Hampton Falls. Troopers responded to the collision and found that the crash scene extended over both the north and southbound travel lanes of Interstate 95. The crash involved four vehicles and resulted in fatal injuries being sustained by one of the operators involved. The deceased operator was later identified as Siow Chang, age 56, of Falmouth, ME who was driving a 2017 Honda CR-V. The other involved vehicles and their occupants are identified as the following. Vehicle 2, a 2005 Toyota Tacoma operated by Eero Ruuttila, age 67, of Morrill, ME accompanied by Liana Eastman, age 66, also of Morrill, ME both of whom were transported to the Portsmouth Regional Hospital for treatment of non-life threatening injuries. Vehicle 3, a 2016 Ford Transit van operated by Jennifer Spinneli, age 34, of Stoneham, MA accompanied by Anthony BOLTON, age 26, of Revere, MA both of whom were transported to the Seabrook Emergency Room for treatment of non-life threatening injuries. Vehicle 4, a 2006 Ford Escape operated by Wayne Fritz, age 82, of Seabrook, NH accompanied by Mary FRITZ , age 82, also of Seabrook, NH both of whom were transported to the Portsmouth Regional Hospital for treatment of non-life threatening injuries. Due to the severity of the crash, the New Hampshire Collision Analysis and Reconstruction (C.A.R.) Unit was requested to assist in the investigation.

Initial investigation revealed that the 2017 Honda CR-V, operated by Chang, was stopped within the travel lanes of Interstate 95 North for an unknown reason. While it was stopped it was struck from behind by the 2005 Toyota Tacoma operated by Ruuttila who was unable to avoid the collision due to surrounding traffic. This impact caused the Honda CR-V to cross the center median and enter the southbound travel lanes at which point it collided with the 2016 Ford Transit van driven by Spinneli. After this impact the Ford Transit Van had a secondary crash with the 2006 Ford Escape operated by Fritz.

As a result of the collision, a portion of Interstate 95 North and South was closed for several hours as the investigation was conducted. The New Hampshire State Police were assisted on scene by the Hampton Falls Police Department, Hampton Falls Fire Department, Hampton Police Department, Hampton Fire Department, and the New Hampshire Department of Transportation.
