On April 19, 2018, at approximately 10:00 a.m., staff at the Division of Motor Vehicles in Salem, alerted New Hampshire State Police – Troop G to the presence of four male subjects, who were at the DMV to have their fingerprints taken for work related purposes.

The DMV said one of the male subjects presented a Mexican identification card in his true identity and a passport belonging to another person.

Troopers responded to the DMV and identified three of the subjects as Jose Gerardo Moreno-Ibrra, age 27 of Mexico, Alberto Olguin-Robles, age 35 of Mexico and Gilberto Cecenas, age 38 also of Mexico.

With the assistance of the U.S. Immigration and Customs Enforcement all of the subjects were identified as being in the United States illegally with one having been previously detained in 2014. Olguin-Robles and Moreno-Ibrra were taken into custody by U.S. Immigration and Customs Enforcement and another was released after it was discovered that he was in the process of being in the United States legally.

It was discovered that Cecenas possessed a New Hampshire Driver's License and had improperly obtained it in 1998. He was taken into custody by the New Hampshire State Police and charged with five counts of Tampering with Public Records. He refused bail and is currently being held at the Rockingham County House of Corrections, pending his arraignment at the 10th Circuit Court – District Division – Salem on April 20, 2018, at 9:00 a.m.

The New Hampshire State Police – Troop G was assisted by members of the New Hampshire Division of Motor Vehicles and the U.S. Immigration and Customs Enforcement. Anyone with information is encouraged to contact TFC Richards at (603) 223-8778 or
