Wanted Fugitive Arrest, Interstate 93, Windham

On Tuesday, March 21st, 2017 at approximately 1710 hours, Trooper M. Hicks of the New Hampshire State Police Troop - B Barracks in Bedford, stopped a van after observing that it was unable to stay within a single marked lane as it traveled southbound on Interstate 93 in the Town of Windham.

The Operator of this van and each of its occupants, were all determined to have entered the United States unlawfully. The Operator: Segundo Mayancela of Worcester, MA, was cited for the unsafe lane changes as well as for unlawfully transporting multiple passengers within the cargo compartment of a commercial vehicle.

During this traffic stop, U.S. Immigration and Customs Enforcement (I.C.E) agents assisted Trooper Hicks with positively identifying each of the vehicle's occupants through the use of a mobile digital fingerprint scanner. I.C.E. agents identified a passenger, Rodolfo Raxton-Garcia, age 31, Worcester, Massachusetts, as an Aggravated Felon out of the State of New York. A warrant for Raxton-Garcia's arrest had been issued in New York charging him with Sexual Contact With a Child Under 14 years of Age. It was also discovered that Raxton-Garcia, while being required to register as a sex offender, had failed to do so.

In addition to Raxton-Garcia, ICE agents took another of the vehicle's occupants into custody after his identity was verified and he was also determined to be a wanted fugitive. These subjects were transported to the Strafford County Jail where they will be held pending the disposition of local charges and their removal from the United States.
