Motor Vehicle Crash/Receiving Stolen Property/Conduct After an Accident, Interstate 93 Northbound, Windham

On Wednesday, October 19, 2016, at approximately 1133 hours, TFC. Fagan from the State Police Troop B Barracks in Bedford, NH, was working a construction detail along Interstate 93 North in the area of the Windham Scales when he was alerted to a single motor vehicle crash just north of his location. Upon pulling up to the crash scene he observed a vehicle in the left breakdown lane with extensive front end damage with no driver present. Several other motorists who had witnessed the crash alerted TFC. Fagan that the male driver fled the scene into the woods on the east side of the Interstate. They provided a detailed description of the driver to TFC. Fagan who then in turn alerted other State Police units as well as the Windham Police Department Units in the area.

The vehicle was identified as a Blue 2000 Honda Civic that had been previously reported to be stolen out of the City of Lowell, Massachusetts.

Several witnesses reported that the driver was operating recklessly moments before the crash describing the vehicle as weaving through traffic at a high rate of speed as it was passing other vehicles. It was also reported that the driver was attempting to pass traffic in the left breakdown lane at a high rate of speed when the driver crashed into a portable electronic construction sign.

Within minutes of the crash Sgt. Clark, Officer Moore and Officer Dawe of the Windham Police Department located a subject matching the description of the fleeing driver that TFC. Fagan had given out. The suspect was located along Ludlow Rd which is just east of the Interstate in the area of the Windham Scales. TFC. Michael Berntsen arrived at Ludlow Road address and took custody of the suspected driver.

The suspected driver is identified as Victor Rosario, age 24 of Nashua, New Hampshire. Rosario is facing the charges of Receiving Stolen Property, Conduct After an Accident and Operating After Suspension (Subsequent Offense). He is currently being held on cash bail at the Rockingham County House of Corrections. If Rosario does not make bail, he will be arraigned tomorrow morning at 0800 hours in the Salem Circuit Court.

Members of the Windham Police and Fire Departments assisted the State Police during this investigation.
