Fatal Motor Vehicle Collision, Interstate 93 Northbound, Manchester

On Tuesday, September 27, 2016 at approximately 3:38 AM, the NH State Police received reports of a vehicle traveling erratically heading northbound on Interstate 93 in Salem. The vehicle was swerving from side to side on the highway preventing other vehicles from passing it. The vehicle was identified as a 2011 Grey Dodge Ram pickup bearing a Massachusetts registration, which was registered to Byran Martinez, Hingham, Massachusetts, 36 Years Old.

The pickup then struck two other vehicles, and continued to travel north on Interstate 93. The Salem Police Department responded to assist the other vehicles that were struck, because there were no Troopers in the immediate area. Trooper Emmanuel Francois located the pickup near exit #4, and he began to follow the vehicle. He attempted to stop it, but the driver of the pickup refused to stop. Trooper Francois followed the pickup northbound on Interstate 93, but due to the pickup's erratic operation he kept his distance from it. Trooper Ryan Hajjar was positioned by exit #5; he was unable to deploy the spike strips, because the pickup's headlights were extinguished and he could not see it. Trooper Francois continued to follow behind the pickup as it was traveling at approximately 70 mph.

The pickup sped up to speeds of approximately 100 mph as it approached the junction with Interstate 293 northbound. Troopers Francois stayed back, because he did not know if the pickup was going to continue on Interstate 93 or if it was going to take Interstate 293. Trooper Hajjar was just catching up to Trooper Francois as the pickup approached the junction of I93 and I293. The pickup continued onto Interstate 293, but quickly lost control. The pickup left the roadway, and traveled onto the grass between Interstate 293 and Interstate 93. The pickup struck several trees in the wood line, and the driver was ejected from the vehicle.

The vehicle caught fire, and Troopers Francois and Hajjar dragged the driver away from the vehicle, which became fully engulfed in flames and also caught the surrounding trees on fire. Emergency medical personnel were requested and eventually responded to the scene. While waiting for the medical personnel to arrive, both Troopers performed CPR on the driver, but he later succumbed to his injuries at the scene. The driver of the pickup was eventually identified as the registered owner, Byran Martinez. Drugs and alcohol do not appear to be factors in the collision, but Mr. Martinez was not wearing his seatbelt, which resulted in him being ejected from the vehicle.

The New Hampshire State Police Collision Analysis and Reconstruction (CAR) Unit responded to the scene to investigate the collision. Troopers from Troop B were aided by fellow Troopers from Troop D, the NH State Police CAR Unit, the Salem Police Department, the Manchester Fire and Rescue Department, and AMR Ambulance Service.
