Husband and Wife Arrested After Man Uses False Identity at the Manchester DMV

On August 31, 2016, at approximately 12:00 p.m., staff at the Division of Motor Vehicles in Manchester, alerted New Hampshire State Police – Troop G to the presence of a male subject, who had used fraudulent documents to obtain a New Hampshire driver license and vehicle Registrations. The New Hampshire State Police responded to the Manchester DMV and made contact with a male identifying himself as Luis Raphel Serrano Gonzalez, age 47, of Manchester, NH and a female subject who identified herself as Ovieda Santiago Pena, age 40, of Lawrence, MA.

With the cooperation of U.S. Immigration and Customs Enforcement, the NH State Police were ultimately able to identify Serrano Gonzalez as Elvin Alexis Pena Gonzalez, age 48 of Lawrence, MA. Furthermore, it was discovered that Pena Gonzalez was actually a citizen of the Dominican Republic, who was in the United States illegally and Mrs. Santiago Pena was assisting Pena Gonzalez with the false identity.

The New Hampshire State Police took both into custody at the Division of Motor Vehicles in Manchester. Pena Gonzalez was charged with multiple counts of Unsworn Falsification, Tampering with Public Records, and Prohibitions. Pena Gonzalez refused bail and was transported to the Hillsborough County House of Corrections. He was arraigned before the 9th Circuit – District Division – Manchester Court, on September 1, 2016. Pena Gonzalez is currently being held on a $20,000 cash only bail. He is scheduled for Trial on October 24, 2016, at 8:30 a.m.

Mrs. Santiago Pena was charged with two counts of Conspiracy and one count of Hindering Apprehension or Prosecution by providing false information to the Division of Motor Vehicles and the NH State Police. Mrs. Santiago Pena was released from the DMV. She will be arraigned in the 9th Circuit – District Division – Manchester Court on October, 3, 2016, at 08:30 a.m.
