Fatal Motor Vehicle Collision, NH Route 153, Freedom

On Wednesday July 20, 2016 at approximately 2257 hours the Freedom Police Department was notified of a motor vehicle crash in the area of 647 Eaton Road (NH Route 153). Upon arrival the Freedom Police Department determined the collision involved a fatality to one operator and the other operator had fled the scene. The Freedom Police Department requested the assistance of the New Hampshire State Police from Troop E in Tamworth, NH and the Collision Analysis and Reconstruction Unit.

While awaiting the arrival of the Collision Analysis and Reconstruction Unit, Officers, Troopers, and Deputies, from the Carroll County Sheriff's Department, began attempting to locate the individual that fled the scene. A K-9 from both the Carroll County Sheriff's Department and the New Hampshire State Police conducted an extensive search of the area and were unable to locate the operator.

Preliminary investigation by the C.A.R. Unit indicated that a 2011 Chevrolet Silverado pickup truck was headed southbound on NH Route 153, crossed the center line, and struck a 2004 Chevrolet Malibu, headed northbound, in a head on fashion. The operator of the Chevrolet Silverado fled the area on foot however the vehicle remained on the scene. The operator of the Chevrolet Malibu, identified as, James Monroe, age 46, of Cornish, ME, was pronounced deceased on the scene.

A short time after clearing the scene the registered owner of the 2011 Chevrolet Silverado was located by the Freedom Police Department walking along NH Route 153 in the area of the crash. At the time he had visible injuries and was detained at the scene. Subsequent investigation revealed that the registered owner, identified as, David Clancy, age 63, of Freedom, NH, was the operator of the pickup. He was subsequently arrested and charged with one Felony count of Conduct After an Accident. He was bailed and released to appear in the 3rd Circuit Court - Ossipee on September 1, 2016 at 8 AM.

At this time the crash investigation is being handled by the State Police Collision Analysis & Reconstruction Unit (C.A.R. Unit) with assistance from the New Hampshire State Police Troop E and the Freedom Police Department. Several agencies responded and assisted with the investigation including but not limited to the Freedom Fire Department, the Tamworth Fire Department, CarePlus Ambulance Service, Wakefield Police Department, and the Ossipee Police Department.

The collision remains under investigation at this time and all factors including speed, distraction, and/or impairment are being considered. No further information will be released at this time and additional charges will be determined upon the completion of the investigation.
