State Homeland Security Strategy (SHSS)
State of New Hampshire
Goal #1: Prevention – To achieve and sustain capabilities that enable the State of New Hampshire to avoid an incident or to intervene to stop an incident, either natural or man-made, from occurring. This goal protects lives and property of the citizens of New Hampshire.
Goal #2: Protection – To achieve and sustain capabilities that enable the State of New Hampshire to reduce the vulnerability of critical infrastructure or key resources in order to deter, mitigate, or neutralize catastrophic events including terrorist attacks, major disasters, and other emergencies.
Goal #3: Response – Achieve and sustain capabilities that enable the State of New Hampshire to address the short-term, direct effects of natural or man-made including terrorism events. These activities include immediate actions to preserve life, property, and the environment; meet basic human needs; and maintain the social, economic, and political structure of the affected community.
Goal #4: Recovery – Achieve and sustain capabilities that enable the State of New Hampshire to develop, coordinate, and execute service- and site-restoration plans and the reconstitution of government operations and services through individual, private-sector, nongovernmental, and public assistance programs following a natural or man-made event including a terrorism incident.
