This bill protects individual customer data from disclosure by a service provider that receives such data as a result of electric, natural gas, or water consumption. This bill also requires the public utilities commission to make certain information available in a confidential manner to the consumer advocate when complaints are filed.

HB626authorizing energy infrastructure development and designating energy infrastructure corridors and requiring the department of transportation to adopt an updated and revised utility accommodation manual

This bill establishes procedures for approval of proposals for energy infrastructure development and designates energy infrastructure corridors. This bill is contingent upon the adoption and approval of an updated and revised department of transportation utility accommodation manual.

This bill modifies the cap on net energy metering tariffs available to eligible customer-generators. This bill also requires the public utilities commission to initiate a proceeding to develop alternative net energy metering tariffs.

Requires the public utilities commission to review net metering agreements between group hosts and group members; requires an electric utility to make certain information on net metering allocation and capacity available on its website on a bi-weekly basis; and requires all persons involved in a net metering interconnection queue application to sign a certificate of compliance.

HB 1202relative to applications submitted to the planning board

This bill amends RSA 676:4,I(b) to require applicants to file applications at least 21 days prior to the planning board meeting, instead of at least 15 days prior to the meeting.

HB 1292relative to the use of abandoned agricultural property

This bill amends RSA 674:32-b to change "disuse" to "abandonment" relative to agricultural uses involving the keeping of livestock, poultry or other animals re-established after disuse (now abandonment); such re-establishment may be made subject to special exception, building permit, or other local land use board approval (site plan approval, etc.)

HB 1349relative to the Merrimack County Superior Court

This bill removes from the state’s capital budget a requirement to construct the new Merrimack County Courthouse outside of downtown Concord; instead, in a victory for smart growth, the new courthouse will be constructed next to the old one on North Main Street, which will be renovated as county offices.

HB 1595relative to the Rivers Management and Protection Program

This bill amends RSA 483:4 (Rivers Management Protection Program) to add definitions for aquatic connectivity, fluvial geomorphology, and meander belt; requires state agencies to notify the Local Advisory Committee, as well as the DES rivers coordinator, of state actions affecting designated rivers; expands river nomination criteria; changes selection process for LAC members; the bill also amends RSA 483-B:4, XV (definition of protected shoreland in Shoreland Water Quality Protection Act) to reduce the protected shoreland on designated rivers that are 3rd order streams or lower to 50 feet from the reference line, instead of 250 feet.

SB 146relative to accessory dwelling units

This bill requires municipalities to permit internal or attached accessory dwelling units in all zoning districts where single-family dwellings are permitted and establishes other requirements and options for local regulation of accessory dwellings; new statute is RSA 674:71 to 674:73.

SB 362requiring notice to planning boards of signs placed on cenic byways

This bill requires DOT to notify the planning board of an affected town of a plan for any new traffic or directional sign to be placed on a scenic or cultural byway within the town; amends RSA 238 by adding - the following new section: RSA 238:25 (Traffic and Directional Signs on Scenic and Cultural Byways); planning boards may hold a public hearing and suggest changes to the DOT plan for the purpose of maintaining the scenic nature of the byway; however, DOT is not required to comply with such suggestions. For more on the Scenic and Cultural Byways program, see RSA 238:19 through RSA 238:25.

SB 364 - establishes a committee to study the feasibility of a complete streets program

This bill establishes a committee, in conjunction with municipalities and DOT, to study a complete streets program, including availability of funds for complete streets projects that does not diminish funds does not divert from the state highway fund for complete streets projects, with a report due by November 1, 2016.

SB 376relative to wildlife corridors

This bill requires the Department of Fish and Game to identify existing and needed wildlife corridors connecting wildlife habitats in the state and to make recommendations for legislative changes.

SB 411relative to the merger of lots that are mortgaged and the restoration of involuntarily merged lots
Chapter Law 327
This bill amends RSA 674:39-a to require applicants for voluntary merger of lots to give notice to mortgage holders and requires the planning board to approve merger applications on condition that mortgage holders consent; when recorded, the mortgage applies to all lots involved in merger; also planning boards shall not approve a merger that creates a violation of a current ordinance or regulation; the bill also amends RSA 674:39-aa to extend the deadline to restore involuntarily merged lots to December 31, 2021, instead of December 31, 2016.

SB 482establishing a committee to study the effect of short-term rentals on municipalities

This bill establishes a committee to study the effect of short-term rentals on municipalities and requires it to report its findings and any recommendations for proposed legislation to the Senate, House, Governor, and State Library on or before November 1, 2016.

Right to Know Law

HB 285relative to discussion with legal counsel under the right to know law

This bill amends RSA 91-A:3, II to add consideration of legal advice provided by legal counsel, either in writing or orally, to one or more members of the public body, even where legal counsel is not present, as a legitimate reason for a nonpublic session.

HB 606relative to costs for public records filed electronically

This bill amends RSA 91-A:4, IV to prohibit a public body or agency from charging a fee for making an online governmental record available for inspection, or from charging a fee for inspection of such record.

This bill amends RSA 33-A:5-a to permit files required to be stored for at least 10 years to be transferred to a portable document file (PDF) in addition to paper or microfilm.

HB 1418relative to the minutes of nonpublic sessions of public bodies

This bill amends RSA 91-A:2, II to include nonpublic sessions in the requirement that minutes of nonpublic sessions include names of persons attending and appearing, as well as a brief description of the subject matter of the discussion.

HB 1419relative to voting records in nonpublic sessions of public bodies

This bill amends RSA 91-A:3,III to require the vote of each member to be recorded on all actions taken in nonpublic session (roll call vote).
