HB532 - relative to energy efficiency and clean energy districts
Chapter Law 294
This bill makes a number of changes to RSA 53-F regarding energy efficiency and clean energy districts, including changes in definitions, limitations on the amount of special assessment liens, municipality responsibilities for notifying and obtaining consent from existing mortgagees and lienholders, and adds criteria for when a municipal lien may be extinguished.

Effective Date: September 30, 2014

HB1129 - requiring the development of an energy efficiency implementation plan
Chapter Law 267
This bill directs the office of energy and planning, in consultation with the department of environmental services and the public utilities commission, to coordinate development of an implementation plan for capturing cost effective energy efficiency in the state.

HB1600 - relative to reporting of energy production for net metering
Chapter Law 130
This bill requires the public utilities commission to permit owners of certain sources of renewable energy generation to report production electronically to an independent monitor and modifies the definition of "eligible customer-generator."

Effective Date: August 15, 2014

SB 245 - relative to the siting of energy facilities
Chapter Law 217
This bill makes a number of changes to RSA 162-H including modifications to the membership and duties of the site evaluation committee and number and location of public information sessions.

HB 1109 - relative to providing notice to abutters of a petitioned warrant article to discontinue a class VI road
Chapter Law 41
This bill requires petitioners to bear the cost of notice when a petitioned warrant article calls for the discontinuance of a class VI highway and provides that the notice given to abutters before a town vote to discontinue a road must be sent by "verified mail".

HB1124 - relative to the adoption of zoning ordinances in towns that use official ballot voting

This bill eliminates the separate deadline in RSA 40:13 for hearings on the adoption of zoning ordinances or amendments in official ballot referendum (SB 2) towns.

HB1210 - . . . relative to notice of changes to zoning districts and . . .
Chapter Law 161
This bill makes a significant change to the notice requirements for hearings on proposed zoning amendments. For the first time, municipalities will be required to notify individual property owners about hearings on zoning amendments, although the new requirements will apply only in limited circumstances.

HB 1258 - relative to fill and dredge permitting applications
Chapter Law 124
This bill modifies the process of submitting dredge and fill applications and providing notification. The city or town clerk is no longer responsible for sending the signed application to the Department of Environmental Services. Instead, once the applicant has filed the application with the clerk and the clerk has signed it, the applicant is responsible for submitting it to the department.

HB 1371 - relative to grading and improving subdivision streets
Chapter Law 125
This bill allows a municipality that has authorized the planning board to approve subdivisions to authorize the governing body to approve the grading and improving of subdivision streets. The transfer of authority must be granted by the legislative body, and in the absence of such a transfer, authority remains with the planning board.

SB 267 - extending the effective date for integrated land development permits
Chapter Law 156
This bill extends to July 1, 2017, the effective date for implementation of the integrated land development permit program within the Department of Environmental Services.

SB 347 - relative to municipal enforcement of land use ordinances
Chapter Law 77
This bill allows pleas by mail for violations of municipal land use ordinances (but not for violations of the state building code) and establishes a fine for landlords failing to designate an agent.

SB 388 - establishing a committee to study the current status of land conservation in New Hampshire and the state's role in encouraging voluntary protection of land in the future
Chapter Law 148
This bill establishes a committee to study the current status of land conservation in New Hampshire and the state's role in encouraging voluntary protection of land in the future. The committee is to report its findings and any recommendations for legislation by November 1, 2014.
