Air Rail Highway Bike/Ped Public Transit

The New Hampshire Department of Transportation (NHDOT) is a federal funds recipient of Surface Transportation Program (STP) funds through the Federal Highways Administration (FHWA). NHDOT makes a portion of the total STP funding available to municipalities and other project sponsors (local project sponsors or sub-recipients) to develop, improve, and enhance New Hampshire's transportation network.

LPA projects are managed and match funded (as necessary) to implement eligible projects at the local level. We believe the LPA process provides the benefits of ensuring that the local project sponsor develops a project meeting its needs, within budget, and on schedule. We want the projects to be successful and have developed the LPA Manual to aid in the achievement of that goal.

Project Sponsor and Consultant Certification

LPA Pre-Qualified Preliminary Engineering Firms

The following “long list” of firms have been pre-qualified by NHDOT for Locally Managed LPA Preliminary Engineering Services. As part of required state and federal Qualifications Based Selection (QBS) rules, a minimum of three firms from the list below must be selected by the LPA to solicit Requests for Proposals (RFP’s). QBS rules prohibit the discussion of monetary compensation at this point in the process. The LPA must review and rank a minimum of three (3) qualifications based proposals (interviews optional), document the QBS process, and formally request NHDOT approval of the highest ranking firm prior to proceeding to scope and fee negotiations.

The LPA must review and rank a minimum of three (3) qualifications based proposals (interviews optional), document the QBS process, and formally request NHDOT approval of the highest ranking firm prior to proceeding to scope and fee negotiations.
