Public-Private Partnership (P3) – Call for Projects 2018/2019
Governor Christopher Sununu, NHDOT Commissioner Victoria Sheehan, and Members of the Public-Private Partnership Infrastructure Oversight Commission announce a Call for Public-Private Projects

Public-Private partnerships allow for the sharing of resources to finance, design, build, operate, and maintain transportation infrastructure projects and are especially effective when limited financial resources are available. In 2016, the New Hampshire Legislature passed Senate Bill 549, establishing a Public-Private Partnership Infrastructure Oversight Commission. (RSA 228:107-115.)

The Public-Private Partnership Infrastructure Oversight Commission is soliciting a second round of project proposals that may be suitable candidates for design-build-finance-operate-maintain or design-build-operate-maintain services. Interested applicants should review information on the P3 website at: https://www.nh.gov/dot/programs/public-private-partnership/index.htm.

The required Letter of Interest form is located at: https://www.nh.gov/dot/programs/public-private-partnership/documents/p3-call-for-projects.pdf

The Letters of Interest are completely non-binding, but will be used by the Commission to evaluate and advance projects.

The Public-Private Partnership Infrastructure Oversight Commission shall consider and recommend projects to the Commissioner of the New Hampshire Department of Transportation. The Commission shall also act as an advisory board during the execution of a public-private partnership project, supporting the Department in the development of a request for proposals and in the preparation of agreements for public-private partnership projects.

Following review of the project proposals, the Commission will contact applicants to communicate the next steps in the process.

Letters of Interest (LOI) should be mailed as follows: Public-Private Partnership Infrastructure Oversight Commission, c/o Kathleen Mulcahey-Hampson, NHDOT, New Hampshire Department of Transportation, John O. Morton Building, 7 Hazen Drive, PO Box 483, Concord, NH 03302-0483.
OR
via Electronic Submission. Scan and e-mail a pdf document of the completed LOI to: Kathleen.Mulcahey-Hampson@dot.nh.gov Please specify "PUBLIC-PRIVATE PARTNERSHIP LOI" in the subject line.

Deadline for Letters of Interest is Friday, January 4, 2019 at 4:00pm. Failure to meet the LOI submission deadline will result in the application not being accepted.

LOIs will be reviewed at the next Commission meeting to be held on January 9, 2019 at 6:30 pm, Dover City Hall Auditorium, 288 Central Avenue, 2nd floor, Dover, NH.
