Replace two bridges carrying NH Route 119 over the Connecticut River by constructing a new bridge just downstream

NOTICE OF HEARING and PETITION

– NOTICE OF HEARING –

HINSDALE NH-BRATTLEBORO VT: A004(152); 12210C

The Commission, in accordance with RSA 230:14 and the Surface Transportation and Uniform Relocation Assistance Act of 1987, has set a public hearing to discuss proposed replacement of two bridges carrying NH Route 119 over the Connecticut River.

The meeting will be held at the Hinsdale Town Hall, 11 Main Street, Hinsdale, NH on January 18, 2018 at 7:00 P.M.

THE HINSDALE TOWN HALL WILL BE OPEN ONE HALF (1/2) HOUR PRIOR TO THE TIME OF THE HEARING FOR THE INSPECTION OF PLANS BY ANY INTERESTED PERSONS.

On July 19, 2017, the Governor and Executive Council appointed Terry Clark, Chris Coates, and Jim Tetreault as the Commission to conduct a Public Hearing to determine whether there is the occasion for the laying out of this project and acquiring necessary right-of-ways.

We, the Commission, hereby give written Notice to said Petitioners and the owners of land over which said highway may pass, and to all others interested by posting a like copy in at least two (2) public places in the Towns of Hinsdale NH and Brattleboro VT and leaving a like copy with the Town Clerks at least fourteen (14) days before the said day of hearing.

Relocation assistance will be furnished to each owner or tenant whose improvements or property will be acquired for this project based on their eligibility.

Interested landowners, local officials and highway users are welcome and will be given the opportunity to express their comments relative to the project. The testimony will be recorded.

This project may impact historic properties. This project is tentatively scheduled for advertising for bids September 17, 2019.

Maps, plans, the environmental studies and other pertinent information developed by the Department, along with written views received as a result of the coordination with other agencies, are available at the Department of Transportation at the John O. Morton Building, 7 Hazen Drive, Concord, New Hampshire for inspection and copying. It is suggested you call Don Lyford, Project Manager, at (603) 271-2165 in advance for an appointment.

Written statements and other exhibits may be submitted to the Chairman of the Commission, c/o Peter E. Stamnas, Director of Project Development, NH Department of Transportation, PO Box 483, Concord, NH 03302 0483 up to ten (10) days after the date of the hearing for inclusion in the official record.

Any individuals needing assistance or auxiliary communication equipment due to sensory impairment or other disability, should contact Charles R. Schmidt, P.E., Administrator of the Bureau of Right of Way, NHDOT, PO Box 483, Concord, NH 03302 0483 TDD access: Relay NH 1 800 735 2964. Notification of the need for assistance must be made at the earliest convenience. This project will be administered according to the requirements of Title VI of the Civil Rights Act of 1964 and related statutes to ensure nondiscrimination.

To His Excellency, the Governor, and the Honorable Executive Council:

In accordance with RSA 230:14, I, Victoria F. Sheehan, Commissioner of the New Hampshire Department of Transportation, propose replacing two bridges carrying NH 119 over the Connecticut River by constructing a new bridge downstream in the Towns of Hinsdale NH and Brattleboro VT at the location given below:

HINSDALE NH- BRATTLEBORO VT, A-004(152), 12210C

Replace the two bridges carrying NH 119 over the Connecticut River, bridge numbers 041/040 and 042/044, with a single structure and reconstruct the adjoining segment of NH 119 on new location. The reconstruction of NH 119 will begin approximately 600' south of Georges Field Road and extend north and west on a new alignment approximately 0.6 miles to a new intersection with VT 142 900' south of the existing intersection of NH 119 and VT 142. The improvements to VT 142 will extend 500' north and 1,000' south of its new intersection with NH 119.

This project may impact historic properties.

Therefore, in accordance with RSA 230:14, I, Victoria F. Sheehan, Commissioner of the New Hampshire Department of Transportation, propose that such alterations be made to NH 119 in the Towns of Hinsdale NH and Brattleboro VT.
