Public Hearing On The Replacement Of The Memorial Bridge
Portsmouth, NH-Kittery, ME Connecting Us 1 Over The Piscataqua River

The New Hampshire Department of Transportation (NHDOT), announces a public hearing has been scheduled for Wednesday, November 17, 2010 in Concord to discuss the design build procurement method for the replacement of the Memorial Bridge connecting US Route 1 over the Piscataqua River between the City of Portsmouth, New Hampshire and the Town of Kittery, Maine, based on the requirements of RSA 228:4.

This meeting is scheduled to start at 2:30 PM (immediately following completion of the GACIT meeting) at the Department of Safety Fire Standards and Training Facility, 222 Sheep Davis Road, Concord, NH.

The Memorial Bridge, built in 1923, links the downtown areas Kittery, ME and Portsmouth, NH, and as such supports the business, social, and cultural activities of both communities. Additionally, it is the only crossing of the Piscataqua River for pedestrians and bicyclists. Due to the deteriorated condition of the truss structures, the Memorial Bridge is the NHDOT's #1 "Red Listed" bridge priority. This bridge is critically important to the connectivity, economy, and quality of life of these two seacoast communities. This project recently received a $20 million TIGER II Grant from the USDOT.

This project involves replacing the Memorial Bridge on existing location utilizing a design build contracting process.

RSA 228:4 (d) states "Statewide transportation improvement program projects with a cost in excess of $25,000,000 may be developed and constructed utilizing the design build concept based on a request for proposal provided the department first demonstrates that using the design build concept for the project in question benefits the state more than using conventional contracting methods. The department shall hold a publicly noticed hearing to take comment on its proposal to use the design build concept for a particular project. …".
