The GCD is the designated state agency for the provision of the Client Assistance program (CAP) as mandated by the federal Rehabilitation Act of 1973, as amended.

CAP is a federally funded program providing information, guidance, and support to individuals receiving services from Vocational Rehabilitation (VR) or Centers for Independent Living (CIL) or individuals with concerns relative to Title 1 –Employment- of the Americans with Disabilities (ADA) act.

CAP services are free and confidential.
