The Criminal Records Unit maintains the state’s Criminal History Record Information (CHRI) Repository, the Automated Fingerprint Identification System (AFIS), Uniform Crime Reporting (UCR) System, and the Sex Offender Registry. Unit members also maintain the AFIS Live Scan stations throughout the state.

Re:  Reduced FBI Applicant Fee for Criminal History Record Checks

On March 19, 2012 a reduction in cost of submitting fingerprint impressions for a search of the FBI criminal history record database will go into effect.  This is an across the board reduction affecting electronic and inked fingerprint submissions, as well as the submissions for volunteers.

Below is a Revised User Fee Schedule for a quick reference of the adjusted fees.  Please keep in mind this schedule only reflects the FBI fee.

Effective March 19, 2012

Effective March 19, 2012 the FBI fee for submitting applicant fingerprints will be reduced.  Furthermore, the FBI will no longer accept inked fingerprint card submissions; however, the NH State Police will still accept inked cards and a state administrative processing fee will be added to all future inked fingerprint card submissions to convert them for electronic submission to the FBI.  Below is a fee schedule reflecting the current and new fee structure.

You will save:

$2.75 for each electronic fingerprint (livescan) submission;

$3.75 for each inked fingerprint submission;

$0.25 for each volunteer submission.

On March 19, 2012 all CHRI Authorization forms with the corrected fees will be made available to all users, including those accessed from our website. 

After March 19, 2012, any applicant fingerprint submissions accompanied by the old fee will not be processed, and returned to the submitting entity for the reason of an incorrect fee.

The FBI is no longer accepting inked fingerprint card submissions!

BUT…

Because a great many of our users submit inked applicant fingerprints, the Criminal Records Unit has adjusted its processing operation to scan the applicant inked cards to enable electronic submission to  the FBI.  This adjustment though, requires additional operating procedures and personnel, which will be offset by an administrative fee (such as the one charged for using our State Police livescan sites).  The advantage to our users is two-fold:  1. it eliminates that six to eight week response time from the FBI; and 2. the cost to the user will be reduced.

The State Police Criminal Records Unit now offers livescan fingerprint capture for individuals requiring a record check through the FBI. This digital capture of fingerprint impressions will nearly eliminate poor print rejection from the FBI.

For the convenience of our applicants and licensees required to submit their fingerprints for a FBI record check, the NH State Police now has livescan sites at:

Dover Point DMV Substation 50 Boston Harbor Road (off Route 4), Dover, NH

State Police Barracks Troop C, 15 Ash Brook Court, Keene, NH

Hours of Operation: Monday – Friday 8:30 a.m. to 3:30 p.m.

By Appointment Only: Please call (603) 223-3867 and ask to be scheduled for applicant (or licensee) fingerprinting. Please arrive 10 minutes prior to your scheduled time. Arrival of more than 10 minutes late will require you to reschedule at another date and time.  Expect the process to take approximately 20 minutes. A 24-hour notice is required for all cancellations.

  • Payment by Check or Money Order (Credit Cards only accepted at the Department of Safety location)

A $10.00 administrative fee will be added to the total of the NH and FBI CHRI fees.

Criminal Record Requests

To obtain criminal record information:

  1. Apply in person (with picture I.D.); OR
  2. Mail in application notarized by either a Notary Public or Justice of the Peace; OR
  3. A release to a third party requires a similar notarization and a third party signature.
  4. There is a $25.00 fee.

Reduced Fee Requests by those other than a Federal or State agency must meet the following criteria:

  1. Be a Non-Profit Organization
  2. The person must be a volunteer
  3. The services must be provided for elderly, disabled, or children
  4. The reduced fee is $10.00.

REDUCED FEE FORM POLICY AND PROCEDURE

Policy
Administrative Rule Saf-C 5703:07 Fee Exemption allows a reduced fee of $10.00 per CHRI request if the requesting entity is a non-profit organization, the individual for whom the request is made is a volunteer, and that individual will be working with the elderly, the disabled, or children.  All qualifying criteria must be met in order to grant the requesting entity reduced fee status for each volunteer.

Procedure

A Criminal Record Release Authorization Form must be completed on the individual and a Reduced Fee Request Form.

Section I must be completed if the individual of who record information is being requested appears in person at State Police Headquarters (Concord, NH) to obtain a criminal history record check.

Section II must be completed if the form is mailed, or permission is given to a third party to obtain criminal history record information.  If Section II is completed, a notary seal or Justice of Peace signature is required.                

  • Reduce Fee Request Form

Non-profit entities requesting a CHRI on a volunteer who will be exclusively working with the elderly, disabled, or children need to complete a Reduced Fee Request Form as well as a Criminal Record Release Authorization Form for each volunteer.  The name of the volunteer must be noted, and which vulnerable category the volunteer will be working.  The form must be signed by an individual authorized to attest the entity has met all required criteria for reduced fee status.

Cash, check, or money order (or if requesting in person, also MasterCard or Visa) in the amount of $10.00, payable to the State of NH- Criminal Records must accompany each reduced fee request.

Unless required by specific statute (i.e. FBI record check participants), both the Criminal Record Release Authorization and Reduced Fee Request forms must be sent together to the State Police Criminal Records Unit for processing.

School Employee Background and Criminal Record Check:

  1. Applicant must complete proper form, have the form notarized, obtain a fingerprint card and then return these to the employing School Advisory Unit, school district, or charter school.
  2. The fees are $41.50 (livescan) or $51.50 (inked) for employees and $25.00 (livescan or inked) for volunteers.

New Hampshire Banking Department Criminal Record Check:

  1. Applicant must obtain the proper form and fingerprint card from the Banking Department.
  2. The form and fingerprint card must be fully completed (form notarized) and returned to the Banking Department.
  3. The cost per applicant is $51.50 for the state fee and an inked fingerprint card; $41.50 for the state fee and electronic fingerprint impressions.

New Hampshire Department of Health and Human Services Criminal Record Check:

  1. Applicant must obtain the proper form and fingerprint card from the Department of Health and Human Services.
  2. The form and fingerprint card must be fully completed (form notarized) and returned to the Department of Health and Human Services.
  3. The fee is indicated on the proper form.

New Hampshire Board of Nursing Criminal Record Check:

  1. Applicant must obtain the proper form and fingerprint card from the Board of Nursing.
  2. The form and fingerprint card must be fully completed (form notarized) and returned to the Board of Nursing.
  3. The cost per licensee is $51.50 for the state fee and an inked fingerprint card; $41.50 for the state fee and electronic fingerprint impressions.

New Hampshire Board of Medicine Criminal Record Check:

  1. Applicant must obtain the proper form and fingerprint card from the Board of Medicine.
  2. The form and fingerprint card must be fully completed (form notarized) and returned to the Board of Medicine.
  3. The cost per licensee is $51.50 for the state fee and an inked fingerprint card; $41.50 for the state fee and electronic fingerprint impressions.

New Hampshire Municipal Employee Criminal Record Check:

  1. Applicant must obtain the proper form and fingerprint card from the Municipality.
  2. The form and fingerprint card must be fully completed (form notarized) and returned to the municipality.
  3. The cost per applicant is $51.50 for the state fee and an inked fingerprint card; $41.50 for the state fee and electronic fingerprint impressions. The fee for volunteers is $25.00.

New Hampshire Racing and Charitable Gaming Commission Criminal Record Check:

  1. Applicant must obtain the proper form and fingerprint card from the Racing and Charitable Gaming Commission.  
  2. The form and fingerprint card must be fully completed (form notarized) and returned to the Racing and Charitable Gaming Commission.
  3. The cost per applicant is $51.50 for the state fee and an inked fingerprint card; $41.50 for the state fee and electronic fingerprint impressions.

New Hampshire Alcohol & Drug Abuse Counselors Criminal Record Check:

  1. Applicant must obtain the proper form and fingerprint card from the Alcohol and Drug Abuse Council.  
  2. The form and fingerprint card must be fully completed (form notarized) and returned to the Alcohol and Drug Abuse Council.
  3. The cost per applicant is $51.50 for the state fee and an inked fingerprint card; $41.50 for the state fee and electronic fingerprint impressions.

Uniform Crime Reporting (UCR)/National Incident Based Reporting System (NIBRS):

  • Statistical data collected and compiled from 150+ state, county and local law enforcement agencies in New Hampshire for juvenile and adult offense and arrests.

Sex Offender Registry

  • The NH Sex Offender Registry maintains a database of all registered sex offenders for the State of New Hampshire. The Registry is a repository of all registration forms submitted from the local police departments. Unit members update information in the database and also provide updated information and photos to Megan's Law.
