The New Hampshire Trauma Emergency Medical Services Information System (TEMSIS) is the best option to provide valid and useful information to those in EMS and users of EMS data.
The State of New Hampshire is fortunate to have a dedicated group of EMS Unit Leaders, Providers, physicians and nurses who are committed to providing high quality service to the public. To provide this service, our EMS and Trauma System is routinely monitored and evaluated. Strengths and weaknesses need to be identified that affect clinical and operational procedures in our state. Decisions to create and/or modify how we provide care should be based on information that is collected, organized and reported to vital decision-makers.
The Bureau of Emergency Medical Services has been charged by statue, RSA 153-A, II, section (g) with providing for this system to monitor and evaluate. Our past data collection system was over ten years old, not consistently linked to other healthcare databases and has outgrown the needs of its users. Access to current, high quality data is essential to the Bureau and its Advisory Boards (Medical Control, Coordinating, and Trauma and Medical Review Committee) in order to perform the duties we have been charged with in law.
The TEMSIS group was assembled from those involved with EMS. The group has met bimonthly since March 2003 and represents the interests of those in the EMS community and those with an interest in EMS data, its collection and uses. The Bureau has identified and applied for funding and has identified Image Trend of Lakeville, Minnesota as the vendor for TEMSIS.
The design of TEMSIS is based upon a list of attributes created by the TEMSIS group. TEMSIS is designed for a web-based server computer and works as long as the provider has access to an Internet-connected computer. EMS Providers fill out the electronic PCR, press a button, and send the information to the TEMSIS vendor. The TEMSIS vendor processes the information and stores it. The EMS Unit remains the owner of the information. A backup of the information is transmitted once a day to the Bureau for statewide analyses. This process provides reports and information results to Unit Leaders, Providers, local government officials, and to the public at large. The public can access ONLY aggregate data per RSA 126.
