The Electricians’ Board met at 9:30 a.m., on Tuesday, July 11, 2006. Present were Henry Szumiesz Chairman; Joan DeLorie, Thomas Malley and Gerald McCarthy, Board members; Mark Hilbert, Chief Inspector; William Benard, Inspector; and Pamela Olin, Administrative Assistant. A motion to approve the minutes of the June 13, 2006 was made by Thomas Malley, seconded by Joan DeLorie and passed. State Fire Marshal Bill Degnan met briefly with the Board.
The Education Committee did not meet this month. The Building Code Review Board will have committees meeting this summer reviewing the 2006 codes being considered for adoption. The State Advisory Committee on Fire Protection and Certification met. Gerald McCarthy was unable to attend but noted that the committee was continuing to work on their rules. The Facilities Licensing Committee did not meet this month. A rule changes committee was formed including Fire Marshal Degnan, Deputy Fire Marshal Rob Farley, Chairman Szumiesz and Chief Inspector Hilbert to go through the administrative rules and make necessary housekeeping changes.
At 10:30 am a meeting was held with apprentice Edward Doherty Jr. Mr. Doherty, due to extenuating circumstances, was unable to complete his 4th year apprenticeship course. The Board voted to allow him to complete the 24 hours that he missed with a provider which the Board had approved provided that the course covered the curriculum of the 24 hours that were missed in the program which he had been enrolled.
Inspector Benard discussed the changes being made to the apprenticeship program. In September the 1st year apprentices will being starting with a new program by the Electrical Training Network out of Minnesota. Those in the 2nd, 3rd and 4th years in September will continue with the current program. Each year another year of the new program will be added so that when September’s 1st year apprentices graduate in 4 years we will be completely on the new program.
Inspector Hilbert reported that he will be attending the Multi-State Group meeting in Utah from July 31 through August 1. He also noted that the information for the out source testing be sent to Fire Marshal Degnan by August so that it ca be proposed as a separate bill by the Department of Safety. Inspector Hilbert then reviewed with the Board an incident where Inspector Sotirakopoulos found employees of Newman & DiStefano working at the Price Chopper in Keene. There were 3 apprentices, 2 licensed people and 3 unlicensed people working on that job. A motion was made by Gerald McCarthy that a notice of hearing be sent to to Mathew DiStefano, the master for Newman & DiStefano for the August meeting. The motion was seconded by Thomas Malley and passed.
The next meeting of the Board will be August 8, 2006 at 9:30 a.m., at the Richard M. Flynn Fire Academy, Route 106, Concord, NH. The meeting adjourned at 11:45 a.m.
