The Electricians’ Board met at 9:30 a.m., on Tuesday, October 11, 2005. Present were Henry Szumiesz Chairman; Thomas Malley, Vice Chair; Joan DeLorie , Peter Chierichetti and Gerald McCarthy, Board members; Deputy Fire Marshal Rob Farley; Mark Hilbert, Chief Inspector and Pamela Olin, Administrative Assistant.
A motion to approve the minutes of the September 13, 2005 was made by Peter Chierichetti, seconded by Joan DeLorie and passed with Gerald McCarthy abstaining.
The Education Committee reported that the Hartford Area Career Center was preparing information to send to the Board for approval of its high school program. Also the ICC testing company can do the test out for the 1st and 2nd year that Inspector Bill Benard and Marie Morgan of the Dept of Education have been working on as well as the regular exam.
George Maihos has resigned from the Building Code Review Board and a letter has been sent to Commissioner Flynn to recommended Thomas Malley reported that the State Advisory Committee on Fire Protection and Certification met last week and reviewed drafted rules. He asked the Board’s input on adding that those holding a license under 319-C would be exempt from the new license. Thomas Malley made a motion that he recommend, on behalf of the Electricians’ Board, that individuals licensed under RSA 319-C be exempt from licensing by the State Advisory Committee on Fire Protection and Certification. The motion was seconded by Joan DeLorie and passed. The Inmate Licensing Program Committee did not meet this month background work is being done before a second meeting is held. The office’s new database is up and running as of September 26th. An online license look up is available and the renewal form for masters and journeymen is now available on the Board’s web site. Also new self laminating ID cards will be issued starting with the January renewals and new licensees will be getting the self laminated ID cards now. A bill is being drafted to allow us to outsource the exam.
A motion was made by Henry Szumiesz to accept the proposed consent agreement with Dana Ordway. The agreement was for a demotion from master to journeyman license with limitation for 18 months with 48 hours of schooling, where he allowed an unlicensed people to make electrical installations, failed to make periodic inspections of his journeyman’s work, was the master in charge where installations were made not in compliance with the NEC and was the master for 2 corporations not licensed with the Board. The motion was seconded by Joan DeLorie and passed with 3 for and 2 against. A motion was made by Thomas Malley to accept the proposed consent agreement with Frank Bernardi. The agreement was for 2 concurrent suspensions of 6 months deferred for 2 concurrent 1 year limitations and 24 hours on the current NEC where he allowed 2 unlicensed apprentices to make electrical installations and one journeyman with a lapsed license to make installations and was the master in charge where electrical installations were made not in compliance with the NEC. The motion was seconded by Peter Chierichetti and passed.
Chief Inspector Hilbert reported that the fair season has ended and he wants to have another meeting at the Fire Academy with the Amusement companies and the NH State Fair Association to update them on what happened this year and the new requirements planned for next year which will include expanded continuity testing. He updated the Board on the continuing problems at several Wal-Marts. Inspector Hilbert requested assistance at the October exam as he and Inspector Dionne will be in Norwood, MA at and NFPA program. One or two Board member will assist Inspectors Benard and Sotirakopoulos each of the four exam days October 17-20. Inspector Hilbert reported on the IAEI Eastern Section meeting which was held at the Mount Washington Hotel. Members were welcomed to the event by State Fire Marshal J William Degan. Inspector Hilbert, the current Eastern Section President was elected as an international delegate.
The next meeting of the Board will be November 8, 2005 at 9:30 a.m., at the Richard M. Flynn Fire Academy, Route 106, Concord, NH. The meeting adjourned at 11:10 a.m.
