February 10, 2004

The Electricians’ Board met at 9:30 a.m., on Tuesday, February 10, 2004. Present were George Maihos, Chairman; Joan DeLorie, Vice Chairman, Thomas Malley and Henry Szumiesz, Board members; Mark Hilbert, Senior Inspector; William Benard, Henri Dionne and Dean Sotirakopoulos, Inspectors and Pamela Olin, Administrative Assistant. A motion to approve the minutes of the January 13, 2004, meeting, was made by Joan DeLorie, seconded by Henry Szumiesz and passed.

Probation reports were reviewed. Mr Manson’s schooling requirements were not completed as required. A motion was made for Mr Manson to appear at the March 9th meeting in to show just cause why he did not complete the schooling as required. The Education Committee did not meet this month. Henry Szumiesz updated the Board on the status of SB497 and SB 499. Both bills have passed the Senate, SB499 with the amendments suggested by the Board. George Maihos reported that the next Building Code Review Board meeting would be Friday, February 13th. Two letters were received from inmates at the Berlin prison, one inmate is requesting verification that he was eligible for the exam so he could have study materials and the other is requesting to take an exam. The Board asked Inspector Hilbert to send a letter requesting assistance with this matter to the Board’s council. It was suggested that a committee from the Board should meet with the Dept of Corrections to decide on a formal policy for these situations. A letter from the IBEW requesting to expand the high school apprentice program was discussed, more details will be needed.

A hearing with James Burke was continued until March 9th to allow for the attendance of an expert witness.

The Board reviewed 4 proposed consent agreements. The first was a 1st offense where an unlicensed person was found making electrical installations for a master electrician. A motion was made by Henry Szumiesz to accept the consent agreement of a 6 month suspension deferred with a 1 year limitation. The motion was seconded by Thomas Malley and passed. The second was a 1st offense where 3 unlicensed people were found making electrical installations for a master electrician. A motion was made by Thomas Malley to accept the consent agreement of a 6 month suspension deferred with a 1 year limitation. The motion was seconded by Joan DeLorie and passed. The third was a 1st offense where 1 unlicensed person was found making electrical installations for a master electrician. A motion was made by Henry Szumiesz to accept the consent agreement of a reprimand. The motion was seconded by Thomas Malley and passed. The fourth was a 1st offense where 2 unlicensed people were found making electrical installations for a master electrician. A motion was made by Thomas Malley to accept the consent agreement of a reprimand. The motion was seconded by Joan DeLorie and passed. The fifth was a 1st offense where 1 unlicensed person was found making electrical installations for a master electrician. A motion was made by Henry Szumiesz to accept the consent agreement of a reprimand. The motion was seconded by Joan DeLorie and passed.

Inspector Sotirakopoulos reported assisting local inspectors in Londonderry, Merrimack, Hudson and other towns as well as working a settlement agreement to be presented at next month’s meeting.

Inspector Benard reported on the January exam results. He also reported on a lapsed apprentice, who had brought in a letter of intent, as he hadn’t completed schooling, after he left the master electrician’s employment. The apprentice, Mark DeBenedetto, volunteered to give up his apprentice ID card. A motion was made by Thomas Malley that he would have to appear before Board before his apprentice ID card could be reinstated. The motion was seconded by Joan DeLorie and passed.

Inspector Dionne reported on assisting local inspectors in Meredith, Bethlehem, Whitefield, Shelburne, Hanover, and Conway. He also reported working on consent agreements, field reports and assisting at the exam.

Inspector Hilbert reported on making inspections at the Health and Human Services Bld, deficiencies at the National Guard Aviation Bld, and the issue of emergency systems. He also reported on a record attendance at the last NH Building Officials meeting where the inspectors presented the common deficiencies found in the field based on the 2002 NEC. He reported on testifying with Inspector Sotirakopoulos for the Town of Claremont at Lebanon District Court and attending the Senate hearing for SB497.

Thomas Malley noted that the other officials from the City of Hudson had attended the "Common Deficiencies" program presented by the Board’s Inspectors. He wanted the Board to know that his colleges were impressed by the presenters, the quality of the program and the amount of information gained.

The next meeting of the Board will be March 9, 2004 at 9:30 a.m. at the Richard M. Flynn Fire Academy, Route 106, Concord, NH. The meeting adjourned at 11:30 p.m.
