June 10, 2003

The Electricians’ Board met at 9:30 a.m., on Tuesday, May 13, 2003. Present were George Maihos, Chairman; Joan DeLorie, Vice Chairman, and Peter Chierichetti, Board members; Mark Hilbert, Senior Inspector; William Benard, Henri Dionne and Dean Sotirakopoulos, Inspectors; and Pamela Olin, Administrative Assistant. A motion to approve the minutes of the May 13, 2003, meeting as amended was made by George Maihos, seconded by Joan DeLorie with Peter Chierichetti abstaining and passed.

Probation reports were reviewed. The Education Committee did not meet this month. The Joint Electrical Apprenticeship Sub-committee meeting was rescheduled to Thursday June 12, 2003 and will be a working meeting. The Landscape Irrigation Bill passed exempting irrigation installers from licensure. A letter from Pinkerton Academy requesting teacher credit for the 15 hour NEC update was denied as they need to be teaching the code change. A letter will be sent to Pinkerton informing them that if any of the teachers were teaching code change on the 2002 NEC they would have to send us that information. A letter from Jaffrey Manson requesting approval of a course for his additional required schooling. The Board reviewed the information on the Electrical Theory/Math correspondence course by TENET but felt that TENET’s Residential course would be more beneficial. A letter from Jeffrey Corey regarding the additional schooling he was required to take was read. The schooling was due to be completed by September 8, 2002. In reply to a letter from Inspector Hilbert, requesting proof of the schooling, he stated that he had been unable to find a course.

Inspector Hilbert reviewed 3 consent agreements, all were first offenses one was where an apprentice had lapsed his ID card, the second was where 2 apprentices were working with one licensed person and the third was where 2 unlicensed people were found working on May 16, 2003 and 1 unlicensed person was found working on May 20, 2003. A reprimand was to be issued in the first 2 agreements and a 6 month suspension deferred with a 12 month limitation was agreed on for the 3rd. A motion was made by George Maihos to accept the consent agreement for Michael Dunphy, seconded by Joan DeLorie and passed.A motion was made by George Maihos to accept the consent agreement for David Street (SE & D), seconded by Peter Chierichetti and passed. A motion was made by George Maihos to accept the consent agreement for Robert Dunham, seconded by Joan DeLorie and passed.

Inspector Dionne assisted local inspectors in Hanover and Lebanon, made inspections at the Carroll County Courthouse and Jail, DOT shed in Enfield, schools in Eppingham and Tamworth and continued with his investigation at the Baker Brook Motel. Inspector Dionne then informed the Board of an investigation request which had been withdrawn after he had made the inspection and written a report on the code deficiencies. This would be a 3rd offense as Mr. Corey had a hearing in 1998, a settlement agreement and a hearing from investigations starting in 2000 and completed in 2001 all on non-compliance issues. A motion was made by George Maihos to have Jeffrey Corey appear for a hearing at the July board meeting, provided the Board’s Counsel could attend, to explain why he did not comply with the 96 hours of schooling required September 30, 2002 in the September 20, 2001 Decision and Order and to determine whether there was a 3rd offense for non-compliance issues. The motion was seconded by Peter Chierichetti and passed.

Inspector Benard made inspections at Lonza Biologics at the Pease Tradeport. He assisted local inspectors with inspections at the Dover Correctional Facility, a North Hampton restaurant and several inspections in Tilton and is working on several investigation requests.

Inspector Sotirakopoulos presented a program at Pinkerton High School for the Juniors and Seniors in the electrical program assisted by Inspector Benard. He also assisted local inspectors in Hudson and Exeter and is working on 11 investigation requests.

Inspector Hilbert will be attending the national VICA competition in Kansas City in June. The inspectors attended the code workshop sponsored by the Granite State Chapter of the IAEI. Inspector Hilbert also worked the budget and the Landscape Irrigation Bill as well as half a dozen investigation requests and a problem in Laconia regarding wiring installed under a roadway. Inspector Hilbert and Chairman Maihos met with Senate President Eaton, Senate Majority Leader Clegg and Senator Gallows of Berlin and Raymond and Dennis Binette regarding their inability to pass the master electricians exam. It was agreed that they should apply and take the July exam and if they failed Inspector Hilbert would review their exams to find the areas they were weak in.

At 11:50 a.m., the Board voted to go into non-public session to approve reciprocal, high-medium voltage, exam and corporation applications. The next meeting of the Board will be July 8, 2003 at 9:30 a.m. at the Richard M. Flynn Fire Academy, Route 106, Concord, NH. The meeting adjourned at 12:05 p.m.
