  • What types of vehicles must register with the IRP?
    A vehicle must be an "Apportioned Vehicle" which means the following vehicles engaged in interstate operations:

    • A power unit having 2 axles and a gross vehicle weight (GVW)in excess of 26,000 pounds or 11,793.401 kilograms.
    • A power unit having 3 or more axles, regardless of weight.
    • Used in combination, when the GVW of such combination exceeds 26,000 pounds or 11,793.401 kilograms.
    • Any vehicle, regardless of weight, which does a point-to-point business in another jurisdiction.

  • What is a base jurisdiction?
    The jurisdiction where an IRP vehicle is registered.

  • What are the requirements for registering in a base jurisdiction?

    • The registrant must have an established place of business in the jurisdiction. The business must include a street address and listed telephone number and person(s) conducting business at the location.
    • The registrant must accrue mileage in the jurisdiction.
    • The registrant’s operational records must be maintained and accessible in the jurisdiction.

  • How are IRP fees calculated?
    Fees will vary depending upon the weight of the vehicle, jurisdictions traveled, etc. Fees are determined by multiplying the percentage of miles traveled in each IRP jurisdiction in which the registrant is apportioned, by each jurisdiction’s registration fees.

    Fees are calculated as follows:

    • A carrier drives a total of 75,000 miles annually in 3 jurisdictions (including the carrier’s base jurisdiction) and registers the GVW in each jurisdiction at 80,000 pounds.
    • The carrier determines the total mileage accrued in each jurisdiction from the previous year. That figure is then multiplied by the full annual fee required under the laws of each apportioned jurisdiction.
    • The sum totals are added to determine the full cost to the carrier. This amount is paid to the carrier’s base jurisdiction which in turn distributes the appropriate amounts to the other jurisdictions.

  • What types of payment are accepted?
    Payment types accepted:

    • Cash (in person only).
    • Check.
    • Money order.
    • MasterCard/Visa/American Express.

    Yes.

  • What forms are necessary to apply for an IRP registration?
    The following forms may be obtained at the DMV, Concord, or at any substation.

    • Schedule A/E & Schedule B - New accounts.
    • Schedule C - Changes to an existing account.
    • Schedule F - Adding jurisdictions to an existing account during the registration year.

  • May I have a vanity IRP plate?
    Yes.

  • If a new vehicle is purchased, can the IRP registration be transferred?
    Yes, if the newly purchased vehicle is registered in the same name as the previously registered vehicle.

  • What is a trip permit?
    A trip permit:

    • Is issued in lieu of IRP credentials to a vehicle that is properly registered in its base jurisdiction but which has not been apportioned for the jurisdiction(s) in which immediate travel is desired.
    • Is required if the carrier does not intend to apportion with a jurisdiction.
    • Allows the vehicle to operate interjurisdictionally or intrajurisdictionally for a limited amount of time.

  • What is a hunter's permit?
    A hunter’s permit is valid for 20 days and enables a carrier to travel in all jurisdictions for the purpose of finding a job. This type of permit is issued to owner-operators who terminate a lease and who must surrender the apportioned license plate and cab card to the lessor.

  • What is the difference between IRP and IFTA?
    The difference is:

    • IRP is a cooperative agreement for registering vehicles that travel into 2 or more jurisdictions.
    • IFTA (International Fuel Tax Agreement) is an agreement between member jurisdictions for the uniform collection and distribution of fuel tax revenues.

  • What is the federal heavy vehicle use tax?
    The Federal Heavy Vehicle Use Tax (HVUT) (Form 2290) is assessed on vehicles weighing 55,000 lbs. or more. This tax must be paid to the IRS before registering with IRP and proof of payment is required at the time of IRP registration. The following are acceptable to show of proof-of-payment:

    • A copy of a RECEIPTED IRS Schedule (Form 2290) listing the vehicle numbers.
    • A copy of the IRS Schedule (Form 2290) with a copy of a document showing proof of payment, such as the front and back of a cancelled check.

    Proof-of-payment is not required when registering new or used vehicles within 30 days of the date shown on the bill of sale. Contact IRS for more information.

  • Does the IRP registration exempt the need to pay town or city permit fees?
    No.

  • Once I have an IRP registration, am I still required to display a US Department of Transportation (DOT) number?
    Yes, a commercial vehicle with a GVW in excess of 10,000 pounds, if leaving the base jurisdiction. Contact the US DOT at (800) 832-5660.

  • What can happen if I travel in a jurisdiction that is not on my cab card?
    A fine can be imposed and/or your vehicle impounded.

  • How can I apply for overweight certification?
    The following forms may be obtained at the DMV, Concord, or at any substation.
    • REPORT OF FINAL STAGE MANUFACTURE (DSDE 75adobe acrobat reader symbol
      Completed by the dealer or manufacturer who was the last to change the load rating of the vehicle. When applying for the initial overweight certification, include a copy of the manufacturer’s "Line Sheet". Consecutive renewals do not require the "Line Sheet".
    • VEHICLE INSPECTOR’S REPORT (DSDE 76)
      Completed by a mechanic certified to do truck weight certification inspections in NH.
    • APPLICATION FOR CERTIFICATION FOR ADDITIONAL TRUCK WEIGHTS (DSDE 77)
      Completed by the owner of the vehicle, except for the section marked, "For Official Use Only."

    An annual overweight fee of $105.00 along with the registration fees incurred for the increase from the legal weight to the certified weight must be paid. There is no additional charge for trailers certified in a tractor-trailer combination.

    DECAL PLACEMENT:
    At the completion of the certification process, the DMV will issue a decal. The decal indicates the truck’s certification for weight increase.

    • The decal shall be placed on the lower right corner of the front registration plate.
    • On a tractor-trailer combination, a decal shall be issued for each approved trailer. The decal shall be placed on the lower right corner of the trailer plate.
