Manufactured Housing is a major source of affordable
housing in the United States. Today Manufactured
housing compares well with site built housing. Manufactured
house owners do enjoy an affordable alternative that
is reasonably sized and has all amenities of a traditional
house.
On July 1, 2004 NH passed Senate
Bill 442 which established
our present law RSA
205-D. The Federal Act requires
a State sponsored Installation Standards Program or
a Federal sponsored program. New Hampshire chose
to have a State sponsored program. The New
Hampshire program is under the purview of NH Department
of Safety.
The present law protects the consumer, it assures that
a manufactured house will be properly installed. Department
of Safety believes that New Hampshire, will better address
at the State level the manufactured housing industry
needs and concerns which are unique to New Hampshire.
The act establishes the following: Installation Standards,
training, licensing, bonding, inspection of houses,
adjudicative hearings, and disciplinary complaints.
In addition the 13 member board brings a wealth of
knowledge to the table. On the Board are installers,
retailers, park owners, structural engineers, a cooperative
manufactured housing community; a building code official;
a civil engineer; and a fire chief from Fire Chiefs
Association. The administrative rules may be accessed at http://www.gencourt.state.nh.us/rules/inst.html.
