Richard Hopley represents the New Hampshire Building Officials Association (NHBOA). He is a Certified Plans Examiner and Building Inspector (Commercial & Residential) under the International Code Councils (ICC) Inspector Certification Program.
Richard has been the Chief Building Inspector for the City of Portsmouth since 1984 and a Past President of the NHBOA. He holds degrees in Civil Engineering from Wentworth Institute and Northeastern University. He also is a former Assistant Fire chief for the town of New Castle and is currently still an active member of that department.
Prior to becoming a building inspector, Richard worked for Stone & Webster Engineering in Boston, United Engineers and Constructors at Seabrook Station, and Costello, Lomasney & DeNapoli Engineers in Manchester. As Chief Building Inspector he has implemented five code change adoptions in Portsmouth beginning in 1985. With his engineering and fire service background he brings a combined discipline approach to the Board.
