Motor Vehicle registration in New Hampshire is a two-step process. First, you must go to your City/Town, prove residency and, with the appropriate documents, complete the process of obtaining a permit. This includes paying a fee to the City/Town. You will then take the permit to a State Motor Vehicle office or agent, pay the State of NH registration fee and obtain your plates and/or decals. Many Cities/Towns are able to do both processes for you since they are "Municipal Agents", meaning they perform State registration processes at the City/Town Hall for a fee.
