Union claimed that university committed unfair labor practice by interfering with union through
direct dealing.  PELRB dismissed union's complaint finding that interim university president's
e-mail to entire university community, including union members, sent after university and
union reached an impasse, was not intended to interfere with the union and had de minimis
impact.
