Monadnock Education Association, NEA-NH v. Monadnock Regional School District

Union claimed that district committed unfair labor practice by refusing to implement step
pay increases after expiration of collective bargaining agreement despite inclusion of
evergreen clause.  PELRB denied union's complaint finding evidence insufficient to show that
legislative body had full knowledge of significant financial consequences of evergreen clause.
