Complainant filed unfair labor practice complaint against state and union claiming that
modification petition was fraudulent, that state misrepresented that election by majority of
employees was conducted, that union and state conspired to coerce and intimidate
employees into joining union.  PELRB granted respondents' motions to dismiss finding that
complainant lacked standing to bring complaints as he failed to demonstrate any legal
harm suffered by him.
