County claimed that union committed unfair labor practice by requesting to proceed to fact
finding before 45 days passed after termination of mediation process.  PELRB denied
county's complaint finding that, although union's request for fact finding may have been
technically premature, union's action did not contradict intent of RSA 273-A.
