Union claimed that town committed unfair labor practice by laying off two employees when
there was no lack of funds and failing to lay off the least senior employee.  Town claimed
that union violated contract by pursuing grievances.  PELRB dismissed union's complaint
finding that, as to lay off, PELRB lacked jurisdiction as contract provided for arbitration
proceedings.  PELRB dismissed town's complaint finding that it does not present
controversy as union did not pursue grievances to arbitration.
