that district committed unfair labor practice by refusing to
pay certain health
insurance benefits in violation of collective bargaining
agreement. PELRB dismissed union's
charges and ordered parties to return to negotiations
finding that subject contract
provisions were ambiguous and that there was never mutual
understanding between parties
