ORDER ON RESPONDENT CITY'S REQUEST FOR REVIEW OF HEARING OFFICER'S DECISION The Public Employee Labor Relations Board ("Board"), meeting on December 29, 2004, took the following actions: 1. It reviewed the City of Manchester's Request for Review of Hearing Officer's Decision, filed with the Board on November 19, 2004. 2. It reviewed the Complainant's Objection to the City's Request for Review, filed with the Board on November 29, 2004. 3. It reviewed the Hearing Officer's Decision (PELRB Decision No. 2004-168), dated October 20, 2004, including all Findings of Fact and legal conclusions. 4. It examined the record in this matter, including the Complainant's unfair labor practice complaints, the City of Manchester's Answer and Motion to Dismiss, and the parties' post-hearing memorandums of law. 5. It sustained the decision of the Hearing Officer and DENIED the City's Motion for Review. 6. It also DENIED the City's Motion to Stay Hearing Officer's Decision filed on December 10, 2004.
