ORDER ON REMAND The Board, meeting at its offices in Concord, New Hampshire, on April 6, 1999, took the following actions: 1. It reviewed the Association's unfair labor practice complaint filed on May 31, 1996 and the District's Answer filed on June 6, 1996. 2. It reviewed its decision on the matter, Decision No. 1996-090, issued on October 18, 1996 and the decision of the Supreme Court in Case No. 1997-090, Appeal of Lisbon Regional School District, 142 NH_____, March 2, 1999, affirming in part and vacating and remanding in part 3. It heard the arguments of the parties on the question of the relief, if any, to be granted Elaine French who was prevented by the School District from continuing to teach health classes because of a lack of certification, after which and the District hired an uncertified teacher who taught health classes thus violating RSA 273-A:5 I (e) and (h). 4. The Board noted that French's full salary for the 1995-1996 school year would have been $34,223, according to the School District Salary Schedule submitted as Attachment 1 to the Association's Memorandum of Points and Authorities. She was paid $19,556 for her reduced teaching load according to the copy of Ms. French's 1995-96 contract submitted as Attachment 2. 5. The Board concluded that the proper remedy to b granted is
the payment to Ms. French of back pay by the District in the amount of $14,667,
the difference between the amount she would have been paid as time teacher and
the amount she was paid as a p teacher, an amount she would have been paid but
