It reviewed the District's Motion for Rehearing filed on November 27, 1996 and the Union's objections thereto filed December 10, 1996. 2. It examined the unfair labor practice (ULP) filed by the Union on June 27, 1996 and the District's answer filed on July 11, 1996. 3.
