Goffstown now always includes a paragraph on the plan reading: "Active and substantial development or building under RSA 674:39, I, relative to the 4-year exemption to regulation changes shall be ______________, and substantial completion of the improvements as shown on the subdivision or site plan under RSA 674:39, II, relative to final vesting shall be _______________________ ."
Staff recommends the "shall be", which varies by the project, whether or not public improvements are involved and whether or not a project is phased. Sometimes it is just the act of plan recording, sometimes the issuance of a building permit, or the Building Inspector's foundation inspection approval, or the base coat of a road.
