David G. Scott 1/29/88 MASTER PLAN UPDATING CYCLE Plan review: This step of the Master Planning process is the least well defined in present statutes. There is however some guidance which can be inferred from the present law, particularly the recent amendments to the planning statute which were adopted as part of the Local Water Resources Management and Protection Plan (LWRMP) requirements. (See RSA 674:2-VIII) This statute, which defines the LWRMP as part of the Conservation and Preservation Section of the MASTER PLAN specifies that the LWRMP must be updated every five years. It would appear reasonable to presume that if a component of the MASTER PLAN is to be updated over a five year period, and that component is to reflect land use and development changes which have taken place over that period, then the entire MASTER PLAN should also be reviewed and revised on the same five year schedule. Based on that assumption a schedule to accomplish that objective is included for discussion purposes only. YEAR ONE: Base data update (a) Base Map review and revision. Show new areas of development including approved roads and related infrastructure. (b) Population review. Review latest State and/or regional figures and determine whether there is any reason for modifying Master Plan. Land Use/Housing Sections (a) Review recent land use changes using permit information if available, rezoning requests and subdivision approvals to determine the need to make changes in the Master Plan. (b) Review building permit information, rezoning requests and data from the Office of State Planning and the local Regional Planning Agency to ascertain the need for changes in the Master Plan recommendations. Capital Improvements Program/Budget (a) Review the results of the latest votes on the Capital Budget and determine the need to update or modify the Capital Improvements Program. This could include the need to revise the Program by eliminating a disapproved project or inserting a new project that may have increased in priority due to changes in the rate of growth as determined in the review process. (b) Update the Capital Budget by taking the next year of the Program, verifying the cost and financing information, and putting the information in Budget format. YEAR TWO: Base data update (a) Base Map review and revision. Complete as in Year One. (b) Population review. Complete as in Year One. (c) School enrollments. Meet with the local school board and review the current school enrollment figures to assure that any new development that might be occurring has the characteristics that were anticipated at the time the Master Plan was completed. Transportation Section (a) Review recently approved subdivisions and other developments to determine changes might have occurred which were not anticipated when the municipality's transportation section was completed. Make appropriate modifications to this section. Capital Improvements Program/Budget (a) Undertake the review of the Capital Improvements Program and Budget outlined under Year One. Make appropriate modifications. YEAR THREE: Base data update (a) Base map review and revision. Complete as in Year One. (b) Population review. Complete as in Year One. (c) Economic review. Undertake a review of the most recent employment and related economic data from the Department of Employment Security and the Office of State Planning to determine whether changes have occurred which would require a change in the recommendations contained in the Master Plan. Make any required modifications. Public Utility/Public Services (a) Review recent municipal or private actions that may have taken place either at Town or City Council Meetings that may have changed the mix of Utilities or Services which are available. Determine whether such changes were anticipated and if not, make suitable modifications to this section. Community Facilities (a) Review recent municipal or private actions that may have taken place either at Town or City Council Meetings that may have changed the scope or type of Facilities which are available. Determine whether such changes were anticipated and if not, make suitable modifications to this section. Capital Improvements Program/Budget (a) Undertake the review of the Capital Improvements Program and Budget outlined for Year One. Make the necessary changes. YEAR FOUR: Base data update (a) Base Map review and revision. Complete as in Year One. (b) Population review. Complete as in Year One. (c) School Enrollments. Complete as in Year Two. Recreation (a) Review recent Town or City Council Meeting actions to identify any changes that might have occurred which would have an impact on the recreation recommendations of the Master Plan. Make modifications to this section that may be appropriate as a result of this review. Conservation/Preservation (a) Review recent Town or City Council Meeting actions and any private actions that might have an impact on the recommendations of this section of the Master Plan. Of particular concern might be archeological or historical preservation activities by the private sector which were not anticipated when the Master Plan was being developed. Make appropriate modifications to the plan recommendations. Capital Improvements Program/Budget (a) Complete Review and Update as in Year One. YEAR FIVE: Base data update (a) Base map review and revision. Complete as in Year One. (b) Population review. Complete as in Year One. (c) Economic data. Complete as in Year Three. Review/Revise Master Plan (a) Based on the reviews undertaken over the preceding four years review and revise the recommendations contained within the Master Plan to assure that the various Sections of the Plan are internally consistent.
