Summary Impact Fees have been used by local governments to pay for and control the rate of development since the 1970s. As federal assistance to local jurisdictions for housing and infrastructure development evaporated, communities increasingly began to rely on these user fees to provide public services to new development. Such fees are also obviously more politically palatable than raising property taxes. This article discusses general criteria for drafting ordinances, gathering data and establishing the need for schools, determining fee amounts, siting and maps, refunds, and dedicating land from the developer for schools.
