• Preserving Community Character:  A Preservation Planning Handbook for New Hampshire.  This is the definitive source for information on NH historic district ordinances and regulations prepared by Elizabeth Durfee Hengen of Concord, and published by the NH  Preservation Alliance, with the assistance of other local, state and national historic preservation agencies and organizations. 

Local Regulations:

• Keene:
  • Chapter 18 of the City Code (Building Code.)  This is where the powers of what the HDC can and cannot regulate are based.  It does not outline any of the specific evaluative criteria but rather the broad criteria on which the specifics are to be based (in the HDC’s adopted regulations).
  • Chapter 102 of the City Code (Zoning Code.)  This is where the Downtown Historic District boundaries are established as an overlay in zoning.
  • HDC Regulations. Adopted by the HDC as empowered and within the limits set by the Building Code.  They act much like the Planning Board Site Plan and Subdivision Regulations.
