Campers as Dwellings

Holderness has addressed this situation in two ways:

1. A temporary living structure (usually a mobile home but sometimes a camper) for a specific individual such as a person doing a long convalescence or an elderly relative is allowed by special exception. The biggest issue here is usually the septic connection and is the system sufficient for the additional living space.

2. Two residences may be allowed on the same lot with permission of the Planning Board. This permission may be granted IF the second residence can meet all subdivision requirements. There is no survey requirements so no mylar or recording done. The Board looks at the plan and sometimes the property to insure that setbacks are or can be met and there is sufficient room for a well and septic in the future. Most of these permissions have utilized the existing well, but had their own septic system installed. This came about because of so many families wanting to build a "guest" house for their extended families without subdividing the property. Most of these units were stand alone living units. We were more concerned with what happens in later years when the "family" breaks up, moves on, disperses, or what ever. We feel with our new regulations the present family gets what they want and the property could be subdivided in the future without variances if need be. I would suggest adding a time limit such as a seasonal usage for a camper. Most campers are not designed for heavy duty heating which might be required if it were to remain occupied in the winter.
