Memorandum of Agreement with University System of New Hampshire
The University of New Hampshire has an energy plan that includes energy efficiency upgrades. A grant will allow the university system to make high priority energy efficiency upgrades or invest in renewable energy technologies. The University System is proposing upgrades to lighting, HVAC, and temperature control systems, as well as pipe insulation, occupancy sensors, and one window replacement project. All projects will save energy and thus reduce emissions, and provide/retain jobs for those professionals that will be upgrading these systems. These projects were chosen by the University system because they are "shovel ready" and meet all the requirements and objectives of ARRA-SEP.
OEP will direct $1,300,000 to the University System for appropriate EE or RE projects. The University System proposes include the following projects ranging in funding from $6,000 to $500,000 for lighting, central boiler plant upgrade, temperature controls, pipe insulation, occupancy sensors, variable frequency drive replacements, window replacements, programmable thermostats, and the replacement of a 20-ton heat pump.
Funding is a grant to the USNH, part of the State system. OEP will monitor the projects in the field and through phone and e-mail correspondence. The USNH will request bids for installation and upgrades for all work not undertaken by facilities staff.
The University System of New Hampshire has prioritized energy and carbon reductions as part of its mission, and as such is monitoring energy use in many of its buildings. Specific reductions will be measured and reported to OEP and DOE on quarterly basis.
As stated in OEP’s Comprehensive Application of May 12, 2009, OEP does not anticipate these programs or projects to negatively affect the environment. However, if any of the proposed projects potentially impact the environment, a DOE EF1 will be submitted. In each Request for Proposals or Memoranda of Agreement, OEP will include statements about NEPA compliance and reporting. Similarly, Davis Bacon, Historic Preservation, Buy American, reporting requirements, and other important factors will be included in the RFPs.
Press releases and signage about ARRA-funded projects will be consistently used for all programs and projects, including those at the USNH facilities. Furthermore, OEP will be incorporating these energy saving success stories into the presentations OEP staff regularly are asked to perform. Energy savings outcomes will also be promoted to the media, students, faculty, staff, and communities through Web sites, media, and ribbon-cutting ceremonies
