Memorandum of Agreement with the Department of Administrative Services
Activity on procurement standards is a requirement of SEP funding due to the cost effectiveness of such policies and the potential for achieving significant energy savings. NH Executive Order 2005-04 requires state agencies to purchase Energy Star office equipment, and compliance with this policy by state agencies is generally satisfactory but could be improved. The goals of the expanded Procurement Standards Program are to a) continue to enforce and expand state agency compliance, with a focus on the Community College System; and b) begin to assess the impact of new outdoor energy efficiency lighting legislation (HB 585). This law, passed in the current legislative session, requires that energy-efficient, fully-shielded outdoor lighting be used by the State, where cost effective, when replacing existing luminaries on public roadways, parking lots and the like.
These goals will be accomplished through the following activities:
- Outreach and education to administrative staff responsible for procurement in State agencies to promote Energy Star and encourage full compliance with the existing policy.
- Outreach and education to staff within the Community College System, to make them aware of the policy, to promote full compliance, and to establish an annual reporting procedure on Energy Star purchases.
- Establishment of a process to assess the impact of HB 585, including tracking how many lights are replaced, and estimating the cost savings to the State. NH OEP will work with legislative sponsors as well as the Department of Transportation and the electric utilities on this effort.
