The NH State Building Code Review Board has initiated the process for adopting the 2009 International Energy Conservation Code. The goal for this program is to develop a plan to train and mobilize building professionals to achieve 90% enforcement of the 2009 International Energy Conservation Code within 8 years. Better-trained design professionals, building contractors, and building inspectors/code officials will incorporate energy code into construction work. Additionally, by educating homeowners, landlords, and commercial property owners about the benefits of improved building energy performance, best practices, and enforcement policies for all construction, the energy performance bar will be raised and compliance will be achieved.
OEP recognizes that improving compliance of building codes, energy conservation codes in particular, will require buy-in from all members of the community. In 55 of New Hampshire’s municipalities, the fire department handles building code enforcement, and life-safety issues have been their priority. Raising awareness within the communities about the importance of energy code will increase the level of expectation of compliance from the owners of the buildings. This public awareness milestone is important in attaining 90% compliance of the 2009 IECC by 2017. Building owners need to value and understand this component to the code.
OEP and its subcontracted partner, as well as other relevant partners such as the NH Public Utilities Commission and Northeast Energy Efficiency Partnership, will create a road map to compliance enforcement and monitoring. OEP recently reviewed a draft set of tools being developed by DOE to help states through this process. OEP expects to make use of such tools.
Northern New England faces regional building-performance challenges that would that will be well served by stronger certification standards. Efforts on this part of the grant will be pursued once the 2009 IECC roadmap to compliance is secure.
